Developing countries and the reduction of GHG CHAALAL MOULAY Save humanity from the consequences of climate change, only by the reduced use of fossil fuels, is currently only a chimera, and a wishful thinking, advocated by the developed countries, but the reality is quite different. Indeed, what explanation given to recent unprecedented increases of oil prices (the current fall is due to the economic juncture), or a demand that is far more important than offer, and consequently a substantial increase in emissions of greenhouse gases, mainly due to intense industrial activity especially in industrialized countries including emerging countries like India and China. The only concentration stabilization at current rates would require a reduction of global emissions of about 60% from their current level, which level could not be reached, after years, and sacrifice, which will be done at the expense of developing countries, prompting them to reduce their development efforts in areas dependent on energy, such as transport, industry, electricity, heating and domestic refrigeration. This goal seems far from being achieved, because the efforts made by countries with a historical responsibility for global warming, are not up to the challenges. On the contrary, all their actions are consistent with the accentuation of the effects of this phenomenon. In addition to what other new energy is able to take over and replace fossil energy, the solar energy? That’s a dream out of reach for the moment. In effect deprive the world of this resource is equivalent to negate all forms of development induced by them. Yet is it not selfish and unfair on the part of developed countries? Having reached a considerable degree of development at the expense of land, to come today and ask emerging countries or developing countries not to use this energy in other words, they want to lean this responsibility to them, whereas there is evidence that their emissions are minimal if not insignificant compared to other countries like the United States, Canada and Europe. The contribution in international efforts to fight against climate change is crucial, but it is much more important to ask the EPI reconcile between environmental benefits and national economic development, which depends largely on fossil fuel, it must involve finding a fair match to the appropriate use of energy in the service of development that protects the environment. It is also important to assist and encourage them to support the efficient and clean use of fossil fuel, a renewable energy development; that developing countries have inexhaustible deposits.
